- Tribute: I was shocked to hear that Scott died suddenly. He was very dear to my heart . Scott was one of my greatest teachers that I have ever had. He was truly enthused about his profession and his excitement spread across everyone that he met or taught. He inspired me to pursue my masters degree and helped me to decide to proceed further entering a PhD program.
My regret is that I found out about his death too late to attend his funeral. I am proud to know that I met Scott and truly enjoyed his company. -

- Tribute: I was blessed to know Scott for the past 19 years. Scott's passing was one day after my own father's passing. In the matter of two days I lost two wonderful friends. Scott was and still remains, a powerful influence in my life. His untimely passing is difficult to comprehend, however, I pray that we all can find peace and understanding in time. Thanks Scott for being such a great friend, teacher, and leader. My prayers are with Scott's family.

- Tribute: Today, Scott will be put to rest. Since learning of his sudden death, my mind has been spinning with many, many thoughts. I was a young teacher at Edina West High School when Scott began chasing his DREAMS, sometimes in the classroom and sometimes at the infamous Door Nine where students tested the school rules. In the 36 years that our paths have crossed in law enforcement and education circles, we often spoke of our DREAMS for our familes, our jobs, our communities, our schools, and for the larger society. Over the years, Scott allowed and encouraged everyone to DREAM. Clearly, Scott was passionate about his mission to provide educational opportunities for criminal justice professionals. I will be forever indebted to Scott for allowing me to join his teaching team at Concordia Unversity. My thoughts and prayers are with Diane, Kelsey, and Ricky today and always.

- Tribute: I am thrilled by the outpouring of tributes to Scott. They are really an honoring of his often stated priorities of God, family and then profession. They were also what gave Scott a larger than life presence. When he went to be face to face with Christ last Tuesday morning, he left an incredible void. Scott invested a part of his life, love and service in so many of us who were blessed to have our paths cross on this journey.
Diane, Kelsey and Rick, I am so incredibly sorry for you loss! May the peace of God which surpasses all human understanding, keep your hearts and minds in Christ Jesus to life everlasting! -

- Tribute: Scott, as so many have said, was trully a man of passion; passion for his family, his friends, his work, his students, his colleagues, and his cars...the latter a love of which we both shared. Often we would meet up at 'Back to the 50s' at the State Fair grounds and rave about the latest we had seen, or how much 'rumble' they were showing that year. When he bought his latest car, he emailed me all about it, pictures and all, saying how much fun he was sure to have in it with his family. He was, truly, one in a million and will be missed greatly by those who knew him. Whenever I hear the cars rumble, I will think of Scott and wonder to myself if he just might be riding along, smiling broadly, and inviting us to enjoy the moments of life here on earth as much as he did....
May God's peace be with you now and in the times to come.
My sincere sympathy....

- Tribute: I made the drive to the St Paul campus in March of 2006 and wondered, what am I doing? I had an interview with Scott and between the laughing and crying, he made me feel like I had been hand picked for BA706. It was so awe inspiring. Then in September 2006, the residency started and I took Scott aside and with tears again I said, I don't belong here. He not only soothed my nerves but in front of the entire class made me feel like a hero. I'm not sure how he did that! We were the last graduating class under his watch and I cannot say how proud I am to be a part of that. I can only hope to have one tenth of the kind things said about me when I too join the Lord in heaven. Blessings to all!

- Tribute: As I read through these heartfelt tributes I am moved by Scott's wide-spread influence on the lives of so many. The kindness and love he demonstrated with us is reflected back in all of these postings.
For the past 7 years, I had the honor of working with Scott in the Criminal Justice department at Concordia and I will miss him terribly.
His leadership encompassed so many qualities--innovation, passion, creativity, relationships, community, friendship, and humor.
I will miss his friendship the most.
The sudden silencing of his daily communications, interactions, and jokes has left an overwhelming void in so many of our hearts.
To Diane, Ricky, and Kelsey-- Scott had a strict priority protocol for all of us and for himself--above all, family first. Never a day went by that he didn't mention how much he loved his family and how proud he was of you. He shared pictures, stories, and video of what he valued most---his family.
I am so sorry that this has happened. I pray that your many fond memories and the tributes to Scott will provide comfort to you.
I will be eternally grateful that I had the blessing of Scott in my life.

- Tribute: Diane, Kelsey and Ricky-
I don't know what to say other than I am so sorry. I can't imagine what you are going through right now. I can only hope that these words bring some sort of comfort.
It was hard hearing about how our dads were talking just days before about bringing a law suit to that stupid tree (whos idea that was, we won't be able to tell, since they both have that crazy sense of humor), and then finding out----------------
I couldn't help but think about all the times when we were little and playing at your house on the playset in the back, or in your rooms with Ricky's cool red car bed, or at KCC and other events that our families were doing. I remember us always running around and playing games like hot lava and whatever other trouble we could find before dinners.
If we needed anything, Scott would be there for us like our own dad, for a band-aid or a hug, Anything.
Know that we are all here for you three. For a band-aid, a hug, Anything.
We became friends with your entire family because of a friendship that our dads had. We have watched each other grow up through the ins and outs of our changing lives. And will still be here.
-Katie Gawron
It is still hard to think that Scott has passed away, but he truly is missed by so many.

Scott and I first met many years ago as partners with the Chanhassen Public Safety Department. We shared many ups and downs that one can only experience in a small but rapidly growing municipality.
Scott will be terribly missed by so many people but his memory will live on in all of us.

Scott, I only had the privilege of knowing you for less than two years and yet it seems like I've known you for a lifetime - like a brother!
We shared eachother's thoughts and concerns less than two hours before your passing and we had so much more to discuss...if only we could have talked more!
You served as an inspiration to me and many others and empowered us to set our personal standards higher and take on challenges that seemed insurmountable!
I will forever remember the emails, telephone calls and personal conversations we shared.
You are resting in a better place now friend and someday, I hope to visit with you again!
Diane, Kelsey & Ricky:
I've never met you in person, but Scott shared many pictures and stories about all of you. As I'm writing this, I'm looking at a picture of Kelsey holding my nametag that she wore as Scott and her ran the Boulder, Colorado run for soldiers. Your husband and father was extremely proud of you and loved you dearly...a positive memory you should always keep!
It's important for you to remember that Scott had a very large heart that he enjoyed sharing with others - continue his legacy!
Permit me to close with the following:
Policeman's Prayer:
When I start my tour of duty, God, Wherever crime may be;
As I walk the darkened streets alone, Let me be close to Thee.
Please give me understanding, With both the young and old; Let me listen with attention until their story's told.
Let me never make a judgment In a rash or callous way; But let me hold my patience, Let each man have his say.
Lord, if some dark and dreary night, I must give up my life...Protect with understanding love, My children and my wife.
Diane, Kelsey & Ricky - you are now in God's loving hands.
Peace be with you! -

- Tribute: Scott was many things to many people, but the constant theme through it all was "friend." My wife asked me how I was dealing with the loss of Scott and I replied "Ok" yet she knew that wasnt true. I tried to put it into perspective for her my relationship with Scott. Words like mentor, boss, colleague all came to mind yet the most important one could not leave my lips. After much discussion it finally hit me that I had lost the most important of them all and that was a friend. I will miss you "bro" as you would often refer to me as we chatted about many topics. God is watching over you now!

- Tribute: I met Scott as I was researching a few different schools for my Master's degree. After meeting with Scott, it was hard not to choose his program. Scott was always there for us during the program and even after graduation.
Scott has touched so many people in so many ways. I received the sad news via phone Tuesday while at SWAT training at Camp Dodge, IA. While sharing the news with a CSP classmate from a different department, many other SWAT officers responded in disbelief. With the overwhelming reaction, it further showed how Scott has influenced so many officers at all ages/ranks. Scott succeeded at making us not only become better officers?..but better people. He will be deeply missed in both the law enforcement and educational community. My thoughts and prayers are with the Harr family.

Scott lived his life with such exuberance for everyone around him. He was always willing to try new things and encourage others to do the same to grow. From the time we were baby cops we could see that Scott would relentlessly pursue his dreams and passions.
Please find comfort in those around you. May you all find peace in the hand of the Lord.
For Scott and all of us who remain:
Matthew 11:28-30
Come to Me, all who are weary and heavy-laden, and I will give you rest.
Take My yoke upon you and learn from Me, for I am gentle and humble in heart, and you will find rest for your souls. For My yoke is easy and My burden is light.

- Tribute: Any encounter with Scott was always uplifting. Even when things were difficult or you were feeling stressed out, he somehow managed to help you feel better about the world. His special talent for listening intently, understanding multiple perspectives, and infusing humor into any situation was a gift that few possess. Even in brief moments, he had the ability to make you feel special. He genuinely cared about you, and this became apparent in the classroom as well. Students responded to his intense concern for their well-being and his passion for teaching; he was student-centered and it mattered greatly to him that they have a positive experience and fulfill their dreams. For him, every day was a challenge to make this world a little bit better. His wisdom, insight, enthusiasm, and humor enabled him to help us all move forward with joyful spirit and light heart. We will always remember him and miss him terribly.
Diane, Kelsey and Ricky, He spoke of you often and lovingly. He helped me remember how important family is. He was such a great storyteller, that even simple moments became engaging and special. I know he will live in your hearts forever. May the Lord hold you in the palm of His hand.

He knew how to motivate and bring out the very best in everyone with whom he worked with. He achieved this level of leadership because he truly believed in us. Yet with all of his professional accomplishments and his leadership abilities, he was the most down to earth and family oriented person I?ve ever known. His passion for the Concordia University Criminal Justice Program and for education was contagious to anyone who got near him. - Tribute: To Diane/Kelsey/Ricky,
You have lost a husband and father who meant more to me than words can even describe.
In the time that I was blessed in knowing him, I am able to pass on to you that I became a better person as a result of his friendship. He quickly became my confidante in many aspects of life and through his compassion, wisdom, and genuine friendship; I am able to see why he was adored by so many people. Mark and I even informally Knighted him as an honorary Canadian (between us, I'm confident that it was a title he wore proudly).
I vividly recall several of my emails and phone calls with Scott, yet what stands out more than anything are the times when we were able to actually meet up. There is truly only one Scott Harr and you need to be proud of the fact that he enriched so many lives.
I miss my friend dearly...

- Tribute: It is difficult to find the right words to describe my friend, professor, and mentor. I will start by saying, Scott was a man who truly cared for his students in a way that impressed me deeply.
My friendship with Scott, began back in 2004 when I was searching for the right online program for my undergraduate degree. It was Scott's devotion to helping students find their way through the educational maze that convinced me Concordia Universty was the right school for me.
Scott's devotion, mentoring, and caring continues today in the spirit of all of his students. I just returned from Minnesota having attended my residency for the MA in Criminal Justice online program. My heart is saddened by the news of Scott's passing. God surely will find plenty of work in heaven for Scott.
To all of his family and friends, God bless you all and may peace be with you.

- Tribute: I see it as a true blessing to have have known Professor "Scott" Harr. I was awe struck by all that he accomplished in his life. I had never known anyone with such a vast life experience. It was evident that he enjoyed every minute of every day. Scott encouraged us all to strive towards our potential, to live life to the fullest, continue on a path of life long learning and contribute all that we could. He personally encouraged me through tough times in my Mater's program and was fundamental in my successful completion of the program.
Scott was more than willing to share his own life experiences with us. Particularily touching were the wonderful stories about his family which were always abundant! The stories made us laugh, and cry, and allowed us to connect to our learning experience in a way that served us all so very well.
I am grateful that I knew him. I will always remember the lessons he taught me, his sincere encouragement, dedication to not only himself, but to others, and vigor for life!

- Tribute: I met Scott for the first time in 2003 when I enrolled in the Master's program for Juvenile Justice(MO56). Scott got me excited about school and life-long learning. He always made the effort to ensure that each of his students felt special and valued. He saw potential in me that I didn't even know I had. Scott made me believe in myself. Before I met Scott, I always felt like I was an average student. Scott consistently pointed out my strong points and made me see that I did have potential. I ended up graduating with a 4.0 because he made me a believer. He also always promoted life-long learning. Because of that I have enrolled in a doctoral program and am nearing completion. After I finished my master's program with Scott, I was fortunate enough to get a job as the Department Chair of Criminal Justice at Brown College. Scott mentored me in this position. He came to Brown and served as my curriculum expert through an accrediation visit. He was so selfless. Even though Concordia is our competion, he was gracious enough to give me advice on how to build up a strong program. Scott also came to Brown and served as a guest lecturer. When I am faced with a difficult decision in my job, I think back to what Scott would have done. He was passionate about his job and his students. He was one that truly cared. Scott's death is a huge loss to me and to the Criminal Justice Department at Concordia and at Brown College. I was lucky enough to hire six grads from Scott's program and have them teach in my program. We are all shocked and devestated. Our thoughts and prayers are with his family.

- Tribute: I first met Scott about 15 years ago while working an off-duty security job at Chuck E. Cheese. (Yes, in Edina we did work security there!). He introduced himself and took the time to tell me how thankful he was for the time he worked in Edina.
Since that time, Scott became a great sounding board as my career has progressed. He always found time to call with pieces of advice and positive words.
As he did with many others, he made a lasting impression with me and was a great role model.
I will continue to use his words of advice he gave to me and consider myself lucky to have known Scott. -

- Tribute: When I received the news from the MN Chiefs of Police Association that Scott Harr had passed away, I was in disbelief. Scott was one of the main reasons that I continued my education in Concordia's Masters program.
During the program, my family went through a life changing event, and I didn't know at that time if I was able to complete the program. I contacted Scott and he assured me that family comes first, and that we will work together to accomplish the mission.
Scott will be missed by all law enforcement officers throughout the country. Our thoughts and prayers are with the family during this time. -

- Tribute: Scott was a great leader and instructor. We only had known him for a short time in the Public Safety and Security Program and he inspired all of us to exceed our own goals we had set for ourselves.
He always had a positive attitude and made continuing education fun and interesting. It will be a very difficult time for all of us completing the program with out his support and guidance but as Scott said many times ?Onward? and well will get back up and continue.
He took an interest in each student and each cohort. I know many times during the courses, we would be contacted to see how things were going and if he could help out in any way. He strived every day and made education fun. Scott will be missed by all those he touched.

- Tribute: I met Professor Harr two years ago when, after a long phone call that I know kept him from the things he had to do that evening, I made the choice (the best choice of my life second to marrying my husband) to come to Concordia to complete a BA in Criminal Justice. Scott was there at the orientation and I remember thinking that I felt like I fit in right away.
Halfway through the program, my family was faced with life threatening medical concerns and I was ready to quit the program. Scott brought out his "family first" speech and told me he would do whatever he could to help me through the ordeal, whether it be just lending an ear or helping arrange coursework. I knew it was a toll for him, but he never complained and even as he shook my hand at graduation, asked how my family was doing. Scott made the time to know his students, and in doing so, made them feel like family.
Scott was a leader, a protector, a mentor and a friend to me. I am forever changed for knowing him and I regret that I never told him how much I appreciated his support, his knowledge, and his words. I will forever be grateful for his gentle push for me to enroll in the BA program and will think fondly of him as I enroll in the MA. His spirit will carry on in the many students that he influenced.
My heart goes out to his family. I pray that you keep your loved one close during this time and let your memories guide you.
Onward........ -

- Tribute: My search for a quality graduate school program ended the day I spoke with Scott over the phone. Speaking with him I knew immediately he was a leader in his field, a true professional, and an educator who wanted his students to succeed.
I owe Scott a debt of gratitude for helping me see that I was capable and worthy of the goals I had set for myself. Scott embodied the pursuit of "lifelong learning" and encouraged all of his students to strive for knowledge and improvement. His mark on the fields of criminal justice and education cannot be overstated.
I will never forget how Scott used to end all of his e-mails and our Wednesday night chats with his signature one word challenge to us all..."ONWARD!"
My prayers of comfort go out to Scott's family at this most difficult time. -

- Tribute: Words cannot describe the way I felt when I read the news of Scott's sudden passing. As many others have said he was a big part of why I came back to school. I was especially humbled that he considered me a good fit for the new Public Safety & Security program at CSP. Although this program had to be put on hold once he kept fighting for it and it finally came to fruition for him in October 2007.
Scott has done a ton of work in assisting all of us in that inaugural cohort to drive thru problems and see it to the end. It deeply saddens me that he won?t be there as we do finish what he worked so hard to start! Scott is by far the best instructor, educator, mentor, and student advocate I have ever known and he will be missed more than words can say.
While the public safety community in general has suffered a great loss with Scott?s passing...let us not forget his family. To them I want to say you were his everything! Any person could tell that from all the times he spoke fondly of all of you. My deepest sympathies go out to you and you will all be in my prayers.
Take care & God Bless! -

- Tribute: I am saddened by this sudden and tragic loss. Scott was an incredible role model and positive influence in so many peoples lives. He was incredibly smart, down to earth, and always made time for every student he had, no matter how busy he was. He went out of his way to accomodate others while maintaining a smile the whole way. Although I have never met his family, I know they are wonderful people who completed Scott, by the endless wonderful stories we learned about each of them. I know that Scott's motivation and positive attitude will be carried on by his students- I just quoted Scott earlier this month, and am still moved by him even though I haven't been in the classroom in over a year.
My deepest sympathy. -

Scott is an inspiration to us all, as we strive to become life long learners? Onward!

- Tribute: Scott was a friend, mentor, colleague, and hero. He seemed to know everyone, and he seemed to know how to fix everything. His humor and honest, candid, personal approach made each person that he meet feel special. While we are mouring his passing on Earth, I can picture Scott in Heaven organizing angels and grief teams to help those left behind on Earth.
Diane, Kelsey, and Ricky, please know that Scott's greatest joy came from the three of you. In the two years that I worked with him, I remember him continually talking about all of your accomplishments. Around Christmas, he would talk about the great gifts that he had either purchased or planned to get for all of you. In our occasional e-mail messages during the past few years, he would always mention something about each of you. While Scott seemed to really enjoy the work that he had done and the friends that he had made along the way, nothing matched the enjoyment he expressed from being with each of you. Scott was a wonderful person, but he could not have been who he was without each one of you. I hope that you will find some comfort during this difficult time. My prayers are with each of you. -

- Tribute: Scott worked with my brother in Chanhassen, which is when I met him, many years ago. Through the years, Scott remained a good friend to Jim and we followed his professional progress to his much valued and appreciated position of tenure at Concordia. Recently Scott and I were brought together again as he offered assistance in a difficult family situation we faced. We continued interacting, this time through our children, as we agreed that each of us had sterling offspring!
Scott embodied all the wonderful characteristics cited here--and more. There are so few people on this earth who are as kind, considerate, genuine, helpful, giving, warm and nurturing. For some reason, it seems a fact throughout history, that the very best people--the ones who ought to live the longest-- leave us way too early...
My entire family feels the loss of this incredible human being--we can only begin to fathom the loss felt by his loved ones. Our hearts, thoughts and prayers are with your family at this oh so difficult time.
With deepest sympathy,

I was stunned and deeply saddened to learn of Scott's passing. He was my adviser and mentor when I returned to college at Metropolitan State University after a twenty-year absence from the classroom. Scott's humor, warmth and encouragement helped me make that transition and eventually graduate. Thanks to Scott, I was able to finally pick up my undergraduate degree in 2002 with my parents in the audience. My dad died eight months later and I will always cherish that he was able to be there for graduation, thanks to Scott's support.
Scott touched so many lives in the criminal justice and academic communities. I hope knowing this will bring some comfort to his family in these
difficult days. He will be so deeply missed! -

- Tribute: As this guestbook list grows, many of the comments will be the same; We are all saddened by the loss of a great teacher, mentor, and friend. Once you meet Scott once, he becomes all of these things to you without question
I don't think I can grasp the depth in which Scott has single handedly influenced the current and future of the Criminal Justice Field. We all must live up to the challenges that he knows we are up to. We owe it to Scott to continue on our lifelong journey of learning and making this field the best it can be. That was his goal in life and we can continue to make that happen. He is proud of all of us; just like we are proud to call him a teacher, mentor, and friend.
And anytime I hear or use the word "Onward" I will think of Scott and the profound influence he will continue to have on my personal and professional lives.
Rest in peace Scott, and to his family, may God help you during this difficult time.

- Tribute: Like so many others, I had considered returning to school for years but, for one reason or another, put it off and never found the strength to commit. Apparently, Scott was my strength. One personal phone call from him and I was hooked on his program and his passion for life-long learning. For the first five minutes we discussed my future with Concordia; for the remaining forty minutes we talked about our families and personal interests. His "family first" philosophy is what impressed me most. I feel extremely lucky to have known him from a "distance;" those who were close to him must feel extremely blessed.
To the Harr family; take comfort in the way he influenced so many. You are all in my prayers. -

- Tribute: I met Scott in 2004 as I was finishing my Master?s program at Concordia. That was when I discovered that Scott was a Force of Nature. In his presence, you could not help but be drawn in by his spirit, enthusiasm, and commitment to excellence.
In areas of vocation where people of selfless nature, deep commitment and high integrity are most needed (education, law enforcement, EMS, fire service) Scott was the beacon that those people were drawn to. He exemplified those characteristics himself and brought them out and amplified them in others. The people Scott helped train over the years and whose potential he helped unlock, now serve thousands of people all over the country and they will help carry on Scotts legacy for many years to come.
I am one of the many people Scott inspired to reach higher. I could not be more proud to call him my mentor and my friend and I will miss him dearly.
Anyone who knew Scott knew that his family was his pride and joy. Scott inspired us, but you were what inspired him. Thank you for sharing Scott with us. All of you will remain in our thoughts and prayers.

As I reflect on how Scott has touched my life, I must place him with absloute certainty the absolute top of my list of favorite teachers. And that includes a lifetime! He always seemed to wear so many different hats. Professor, friend, cheerleader, encourager, and all around nice guy. He was certainly responsible for getting me back into the idea of college, and then he challenged me to go as far as I possibly can. I intend to do just that! - Tribute: I cannot begin to say how sorry I am for the loss of Scott to his family, friends, and co-workers. I originally thought how unbelievable it is that he is gone, but after thinking about that statement I do not believe it. Like all of the people he touched in his life, Scott mentored, coached, and taught all of us to believe in ourselves and that we could succeed. He was a great friend, teacher, and above all, a fantastic husband and father.
I submit to all that Scott is very much alive in all of us who have grown and enjoyed life more because of him. I believe a word that describes who and what Scott was to so many of us is that he was our cheerleader. You could not help but feel good around and with him.
His energy and compassion will be missed. His friendship will be irreplaceable. I will miss my friend and my personal cheerleader.

- Tribute: Thought filled, caring, compassionate, curious, gentle, brilliant, tenacious, passionate, committed, loyal, moral, ethical, high integrity - and I could go on, and on.
To Scott, may you rest in peace.
To Scott's family - you will hear it over and over again - I had the most fortunate opportunity to know Scott, by our work on the MN POST Board. I also knew him through some of my officers, seeking higher education, who have been blessed in their academic searches, with Scott's wisdom, guidance, knowledge of the educational systems, and his overall committment to helping others achieve their academic goals and dreams.
Scott touched so many people, in so many different ways. He shared some of his photographs that he took on his most recent Sturgis trip - and what I found so intriguing was that Scott didn't take pictures of what most tourists do, he took pictures of what most tourists do not - which left the viewer (me) intrigued, curious, interested and wanting more.
I am so very sorry for your sudden loss. I hope that you will find comfort in reading the entries from people who loved Scott because of the special person that he was.
I hope that you will be able to find some peace in knowing that we all care. I hope that your most cherished memories will help you in celebrating Scott's life, although far to short. He was a special gift from God.
"To everything there is a season and a time to every purpose under heaven". Ecc. 3:1
My prayers and condolences are with you all at this very sad and difficult time.
